Unusual Punishment
Some American citizens would argue that deporting prisoners is cruel and unusual punishment, but the opposite is true. What constitutes cruel and unusual punishment is how we treat prisoners now. We create them through lack of education and opportunity. Then, we lock them up, keep them uneducated, and by maintaining a computerized criminal record, we make sure that they cannot find employment when they are released. By having a criminal record, they will never be able to hold a government job or work for any company that does government contract work. Most private companies also check criminal records. The convicts are far better off to leave the continental United States then to stay here.

The Courts
Many state and federal courts see the same prisoners repeatedly. These prisoners are often career criminals, and they have no interest in becoming upstanding law-abiding citizens. These repeat offenders occupy valuable time in the state and federal courts. Many courts are overloaded with these cases. Exporting incorrigible prisoners is the better option.

Executing the Plan
It is difficult to verbalize the helplessness a person feels in prison. Prisoners will do almost anything to get out of prison, so given a choice; nearly all the inmates will accept the opportunity to leave. I estimate that nearly half of the state and federal prison population would opt to leave the continental United States rather than stay in prison. In terms of cost savings, this would amount to nearly one-half billion dollars in savings for each state, and a 3.5-billion-dollar savings for the US federal government. These savings are every year, not just one time.
